This is probably the most frequently asked question regarding plumbing. In most situations it is triggered by the flapper not closing or sealing around the flush valve properly. If the flapper doesn't close then jiggle the handle, which will usually fix the problem. If the flapper is worn out and not sealed properly then the flapper must be replaced. Anyway if the flapper doesn't seal the water will leak into the toilet and the tank won't fill up with water to push the float up and turn off the water supply.
